The High-Level International Conference on Human Rights, Civil Society and Counter- Terrorism will take place in Malaga on 10 and 11 May. Organised jointly by the Spanish Ministry of Foreign Affairs, European Union and Cooperation and the United Nations Office for Counter-Terrorism (UNOCT), it is the most important international event that Spain will host in 2022, together with the NATO Extraordinary Summit in June.

This Conference is a follow-up to the Virtual Dialogue with Human Rights and Civil Society partners on Building a Better Paradigm to Prevent and Counter Terrorism, held in May 2021 and organised by UNOCT and this Ministry.

The Conference, which is part of the 7th review of the UN Global Counter-Terrorism Strategy, will bring together experts, practitioners and other key actors from Member States, international organisations and entities of the UN Global Counter-Terrorism Coordination Compact, as well as civil society. It aims to promote an in-depth and practical exchange on how to effectively incorporate human rights and the rule of law in the global response to terrorism and violent extremism, including safeguarding the rights of women, children and victims of terrorism.
